Objection to compensation payment

ITANAGAR, Jun 02: The 12th Pakke-Kessang Youth Forum today strongly opposed payment of compensation along PROW of Trans-Arunachal Highway from CH 3790 to 7300 of segment Khodaso-Raik strip, claiming that area  falls under Pakke-Kessang administrative circle in East Kameng.  Forum appealed to deputy commissioner Papumpare to hand over said compensation amount to East Kameng district counterpart.

 

Hage Kobing elected L/Subansiri ZPC

ZIRO, Jun 02: Hage Kobing has been elected unopposed as the Zilla Parishad Chairman (ZPC) of Lower Subansiri in the first meeting of the newly elected Zilla Parishad Members at conference hall, Hapoli today.

DPDO cum Member Secretary of Lower Subansiri Zilla Parishad Nending Chatung coordinated the meeting which was attended by 12 ZPMs out of 14.

Chairpersons of nine Anchal Samities out of 14 were also elected today. The Chairpersons of five Anchal Samities would be elected tomorrow. DIPRO

 

RGUPET-2013 from June 8-10

ITANAGAR, Jun 02: Around 1000 candidates will appear in the Rajiv Gandhi University PhD/M.Phil Entrance Test--2013 (RGUPET) to be conducted by Rajiv Gandhi University from June 8 to 10.

A total of 670 applicants for PhD and about 385 applicants in M.Phil have been shortlisted for appearing in the academically important and research oriented prestigious RGUPET, informed the RGU’s Deputy Registrar (Academic & Conference) Dr. David Pertin.

The candidates will vie for 67 PhD and 72 M. Phil vacant seats in various disciplines, including Anthropology, Botany, Chemistry, Commerce, Computer Science and Engineering, Economics, Education, Geography, Hindi, History, Political Science, Mathematics, Management, Mass Communication, Tribal Studies and Zoology, Dr. Pertin said.

Accolades galore for Everest conquerors

ITANAGAR, Jun 02: Accolades continue to pour in for the Mount Everest conquering team from North East. The 14-member team of mountaineers from North East led by Surjit Singh of Manipur Mountaineering and Trekking Association (MMTA) reached the summit last month.

The team was given a rousing welcome by DoNER Minister Paban Singh Ghatowar on their arrival at IG International Airport in New Delhi on May 31. High ranking officers and officials of DoNER ministry and Govt of Manipur were present on the occasion.

Representing Arunachal Pradesh, KN Damo, Deputy Resident Commissioner and his staff members received the NE Everesters in the Airport with bouquets and khadas.

Yesterday, Assam Minister for Tourism, Forest and Environment Rockybul Hussain on behalf of Chief Minister Tarun Gogoi organized a civic reception and felicitation of Everest team members in Assam Bhavan in New Delhi. The programme was also attended by former DoNER Minister B.K. Handique, Assam MP Bhubaneshwar Kalita, MLA Devbrata Saikia, and President of Assam Mountaineering Association Stayen Sarma,

It is worth mentioning here that Assam Govt has announced cash award of  Rs.20 lakh each to Everester duo from Assam Tarun Saikia and Manish Deka. Manipur Government has announced Rs. 62 lakh to its mountaineers while Mizoram Government announced Rs. eight lakh. Meghalaya Govt has announced promotion of Wangshuk Myrthong from constable to Sub Inspector. However, the Government of Arunachal Pradesh is yet to make any announcement for Anshu Jamsenpa, who conquered the world’s highest mountain peak for third time, and first timer Nima Lama, according to  Arunachal Mountaineering and Adventure Sports Association release.

The Chief Secretary, Govt of Manipur also organized a felicitation programme to honor the NE mountaineering team on May 31.

The NE India mountaineers were also honored by Nepal Government on May 29 coinciding with the celebration of 60th anniversary of Mt Everest Expedition.

Along with other Everest summiteers, the NE mountaineers were given standing ovation by the mountaineering fraternity led by Minister for Culture, Tourism and Civil Aviation Ram Kumar Shrestha.

All the summiteers received a letter of appreciation from the Government of Nepal in addition to Everest summit certificates.

The Tourism Secretary of Nepal Sushil Ghimire while congratulating the Everesters said, “We want that all Everest summiteers, irrespective of their nationalities, live a dignified life and that you will be known for your bravery in your neighborhood and society”.

He also condoled the death of 16 climbers and sherpas, who lost their lives on the slopes of Everest region during the current climbing season.

 

 

AVP remembers Dwarkacharya

ITANAGAR, Jun 02: Arunchal Vikash Parishad (AVP) paid homage to late Dwarkacharya ji, the founder organizing secretary, in a programme organized at its head office today.

Dwarkacharya was an engineering graduate from Andhra Pradesh and came to Arunachal Pradesh as full time worker of Kalyan Ashram in 1988 and founded AVP in 1993 under the president ship of late Talom Rukbo and secretary Jatan Pulu.

While offering her tributes to Acharya ji, Shanti Tasso, founder member of AVP, who had worked with him said that he taught us how to live and work for the society. She also shared her memories of touring with Acharya ji and Talom Rukbo in Arunachal for spreading the indigenous faith movement in grassroots level.

Tai Tagak, another founder member of AVP and present state BJP president also shared his experiences with Acharya ji. He informed about the unique initiative of Acharya ji of conducting the Bharat Darshan tour called ‘Arunodaya-92’ in 11 states of the country.

AVP president Pratik Potom appealed the gathering to fulfil the dreams of Acharya ji by working hard.

AVP Vice President Techi Gubin also appealed to follow his foot prints.

DM Mallo, patron of AVP said that carrying forward his work will be the real homage to him.

Workers and members from RSS, Sanskar Bharati, Vidya Bharati, Patanjali yog samiti, Kargu Gamgi, Donyi Polo Ganggiing, Nyedar Namlo, Medar Nello , RIWATCH and many others paid their tributes to the departed soul. Similar programmes were also held at Donyi Polo Namlo, Daporijo , Youth camp , Deomali, Kargu Gamgi Itanagar and Naharlagun, Medar Nello, Naharlagun, Donyi Polo Ganggiing Itanagar and Chimpu and other places of the state.

 

 

Ignorance is the last excuse for getting cheap publicity

Apropos the article “Is Arunachal Pradesh a failed State? – by former MP Kiren Rijiju published in some sections of local dailies that created lot of misgivings in the minds of the people. His misconceived notions punctuated with false, fabricated and without any facts and figures needs to be put straight. This clearly reflected his utter frustration to gain cheap political mileage by mudslinging at the popular Congress Government in the State led by Chief Minister Nabam Tuki.

The very headline of the article is misgiving for the word ‘state’ is used in the context of a nation, not any of its federal unit.

A former MP, if considers himself a democrat and intellect, should consult the Wikipedia that offers free encyclopedia publishing Failed States Index since 2005 prepared by the United States think-tank Fund for Peace and the magazine Foreign Policy.

Ignorance is the last excuse for getting cheap publicity even without understanding the concept and its implication which was not expected from a former MP from the state who could not deliver.

If  D-gang was ruling the roost in Mumbai once, Maharashtra was never called a ‘failed state’ neither Bihar where Ranvir Sena recruited its army openly to launch war against landlords. Is Maharashtra which houses India’s financial capital Mumbai not a developed state or for that matter Bihar (including Jharkhand), which once had the highest mineral reserves of the country? How many traders had run away from Mumbai, Bihar or for that matter Punjab (during the hey days of Khalistan movement)?

The recent ambush of Congress leaders by Maoist killing 28 in Chhattisgarh cannot be termed a failure of law and order in the state as Maoists have poised the greatest challenge to the security of the nation.

Are crimes not occurring in these states? North East states, including Assam and Nagaland have comparatively been peaceful and same goes the case with Arunachal Pradesh where crimes are from outside spill over. The skirmishes is a common phenomenon across the globe but the crime rate of Arunachal on record has come down and many outside underground operatives were nabbed and huge catche of arms and ammunitions seized which reflected the alertness of State’s police and security personnel.

State Capital Itanagar is invariably described even by the people from outside as mini-India because people from various parts of the country co-exist peacefully with the indigenous inhabitants. The continuous migration of people from all over the state to Itanagar is an indicator of the prevailing status in the capital. The numbers of trader is rising with every passing day and the Capital Complex reflects cosmopolitan nature every Sunday with the market area over crowded with sellers and buyers.

If Arunachal is wooing investors from outside, it is a sign of prosperity if an Arunachalee owns property outside the state. The economic development has to be on reciprocal basis.

Opposition is a provision in democracy which none can deny. India is perhaps the best proof where though Congress has ruled for the longest period since India attained democracy but opposition parties have also flourished. So goes the case with Arunachal Pradesh. Who stopped the opposition from rendering its constitutional responsibility? Congress is too big a house with the capacity to accommodate every section of opinion makers but committed to its ideologies.

Arunachal Pradesh is still an evolving state but progressing very fast while trying to removing its numerous inherent and nagging problems. Can anyone deny its spectacular economic growth of 9.4% - about 1.5% higher than the national growth rate? Arunachal’s per capita income (PCI) was 10% lower than the national PCI in 2007 which stood at 10% higher in 2013.

The State’s financial position is very sound as has been repeatedly told through the media. The temporary regulatory measures are well within the prescribed norms to ensure fiscal discipline. All the schemes announced in 2012 in the state assembly were executed, numerous policy decisions were taken to benefit all sections of the society, student’s stipend rates have been hiked, thousands of unemployed youths employed, the health and education sectors witnessed tremendous growth but providing the statistics would be well neigh impossible for it would be huge. The 2013-14 Budget was announced with funds earmarked against each scheme for the first time in State’s history. Moreover, a number of national, global awards and recognitions given to Arunachal speak volumes about this little known state’s potentials and credibility.

Thankfully, the credit goes to Congress-led UPA Government at the Centre for its all out support for accelerating the development of this land-locked state. It is needless to remind the lip-service given by former Deputy Prime Minister and BJP stalwart L K Advani for granting no fund or scheme to the state. His famous remark at Indira Gandhi Park in 2003 – “Arunachal Delhi se door hey, par dil se nahin” – was proved contradictory. Is that how BJP is committed to the development of Arunachal?

It is a well known fact that the Union Tourism Ministry has chosen Arunachal Pradesh to host the second edition of International Tourism Mart of the country which will be hosted by Tawang in October next. A good number of foreign tour operators, government officials and hoteliers are expected to attend the event to showcase Arunachal, known as Last Sangri-La on earth, to the rest of the world.

Criticizing for the sake of criticism is very easy, if someone knows the nuances of language. But the wearer only knows where the shoe pinches!

Just by jumbling of ornamental words without any statistics or records make no sense like an ‘empty vessel sounds much’. He who is a turncoat should not resort to mudslinging by realizing that he who lives in a glass house shouldn’t dare to pelt stone at others. Why to hoodwink people while living in a make believe world? (The writer is Political Secretary to CM)

“Born to win but conditioned to lose”

Dear Editor,

Popularly known as ‘the land of rising sun’, Arunachal is also a well-known hydro potentials state. Being the Second largest forest covered state, it has got a huge resource of water. Large Hydro Power projects are what the Government is aiming for. But what I fail to understand is how does the state covered by almost 30 percent of water and receiving annual rainfall of 2000-4100mm (79-160 in) face acute water shortages. I would say during summer it is the design of the water tapping system and in winter it is by the default of the nature that is causing such shortages. But actually both of them are outcomes of poor management input. And very ironically we buy packaged drinking water in this land. A huge amount of income is wasted in such a field in which Arunachal can actually master. Surface run-off management, proper rainwater harvesting systems, Water treatment and purification plants, and mass packaged drinking water industries can really boost the economy. I haven’t seen more than 2-3 local water packaging companies. The national top-branded companies, most of them which comes from drought prone states dominate the national market and interestingly this state too.

Everybody looks at the negative side of the havoc-creating rainfall and water related disasters here. But now it is wise to bear it and rather make good use of the rain water, because we may not have such rainfalls in the next coming years. It is estimated that by 2020 India will be a ‘water-stressed’ state. That will directly affect our state too. Moreover the population density of Arunachal has recently increased from 13 to 17 person per sq.km. More population, more hands to work, but it just a red alarm. The changes hereafter are inevitable and a drastic one.

Today is the day and now is the time that we should start working on it. If not now, all the efforts taken later will be nothing but just delaying the inevitable. Ultimately at the end it is our beautiful state that will be in ruins. I don’t think that this blessed land of ‘Donyi-Polo’ is destined to see such a fate - “Born to win but conditioned to lose”.

Why we cannot love each other?

Dear Editor,

How can people be so ruthless? Why we cannot love each other? Why people have to kill to satisfy their furious mind. All these lines seem meaningless because it is not I who suffered. Because it is not I whose brother is dead. Because it is not I who is spending sleepless night crying.

Why is it that we always understand things only after it comes to I, Me or My? So selfish we are, drowned in I, Me and My. Hope someday you will be able to see something other than I, Me and My and stop being short sighted. We are all Arunachalees - is this sentence not enough for us to unite?????

Why can’t we join our hands together to find out the culprits? Are you trying to say my brother Bomjen Gapak, who was killed mercilessly, was not an Arunachalee? Or is it because he was not your real blooded brother?? Or is it because he was my brother and not yours??? If people of our state live with this kind of ideology, than I oppose to be an Arunachalee. As a girl and a sister, the only thing that I can do is pray for his soul to rest in peace and to help my parents find out those profligate people.

We will never relinquish finding out the culprits, neither me nor my family. Transition which is taking place in our state can devastate the future of our state. We can see different aspects of crimes taking place in our state.

For instance, my brother Bomjen Gapak was killed so brutally and still we are unaware of the person who did it. I don’t get it utterly. As per yesterday’s news, there was no electricity at Legi Complex when the incident happened, but when I personally enquired about it, I was told about the presence of electricity during the incident time.

At first, I asked his friends (who were with him during the incident) about it, they told me electricity was definitely there. Even the people residing at Legi complex informed the presence of electricity. I don't understand where the flaw lies! Now whom should we blame for it? Our state police? People? Our state government? Or my aggrieved family? Crime rate has already pre occupied the whole state. People are turning wild day by day. But everyone is just relishing watching the drama and this is the ugly truth of our society. Justice delayed is like justice denied.

Its a famous saying that unity is strength, so my dear Arunachalee brethrens, it is my earnest request to each and every one- let u join our hands together to deliver Justice to my late brother Bomjen Gapak.

'I will never despair. I will work on assertive way,’ let us say this and find the culprits.

Is East Siang district free from unnecessary fee collection ?

Dear Editor,

The collection of daily entry fees from commercial vehicles starts from Ruksin check gate, and within Pasighat and other areas of the district one has to pay yearly tax to so called Banggos for using commercial vehicle in their area.

Apart from these the Banggos also collect yearly tax from domestic animals owner at Rupees 100 or more per cow.

The interesting part is, these banggos will never collect these taxes from the people of their Banggo. It is the outsider (who migrated from other areas) from whom they collect these animal and vehicle taxes.

Now one wonders, why these police personnel charges entry fees at check gate, is this not there duty to guard the check gate, is this collected entry fee accountable, are they not drawing salary from concerned department?

If these police personnel are drawing salaries from their own department why they are doing such activities at check gates, and if it is a government order then why they refuse to issue money receipt.

Regarding Banggo, if they can’t collect taxes from their own people, why they depend on others and impose taxes on others for growth and expansion of their Banggo.

Through this letter, I would like to appeal to the District Magistrate to check collection of illegal entry fee at check gate and also urged the Banggos to maintain equality while collecting vehicle and animals taxes to uphold unity and brotherhood among us.

Big blow to NE air passengers

Dear Editor,

From this week, all the airlines have restricted the cabin baggage from 23 kgs to 15kg and introduced heavy charges for any extra baggage. This has come as a big blow to all air-passengers to NE, specially the students, patients and tourists who need to travel to remote areas of states like Arunachal Pradesh.

Air services has been a basic communication facility and not a luxury for those living in the NE. It was with this realization that the India Govt. started air-services from early 50s to connect even remote pockets of Arunachal Pradesh. With the low-cost air services starting all over the country a decade back, it was the common people of NE and visitors to the NE, who have most benefited. Appreciating the hardships of air-travellers to and from remote pockets of NE, the airlines too were not very rigid in restricting the cabin-baggage.

In view of this, this short-sighted new decision would cause utmost hardships to students, patients travelling to the metros and other common people who have to travel outside. Further it would be a major setback to the promotion of tourism in our state, as tourists coming mostly in winter, would have to carry and pay heavily, for the essential extra luggage like winter-clothing, jackets etc.

In view of this, I, on behalf of all air-passengers from the state, appeal to our esteemed MPs as well as the state tourism dept authorities, to immediately take up this issue with the Civil Aviation Ministry and to ensure that the baggage limit, at least in flights to NE is raised back to the previous 23kg.

Say no to tobacco

Tobacco use kills nearly 60 lakh people every year and is the single most preventable cause of death globally. The World Health Organization, WHO, cautions that unless countries act, more than 80 lakh people are estimated to fall prey to tobacco every year by 2030, with four out of five deaths occurring in low and middle-income countries.

The tobacco use kills about 10 lakh people in India every year. According to the  Global Adult Tobacco Survey- India (GATS) - conducted by Government of India in 2010 in collaboration with WHO and Centre of Disease Control (CDC, Atlanta) covering all states and Union Territories of the country, nearly 35 percent of the population consume one form of tobacco or the other.

The survey finds that 275 million adults in India (15 years and above), nearly 35 percent of the population consume some form of tobacco.

The most prevalent form of tobacco usage is smokeless tobacco with 206 million users. Smokeless tobacco use in India is the highest in the world with 25.9 percent of the adults, 32.9 percent of men and 18.4 percent women, using it.

Among smokeless forms of tobacco, khaini (tobacco with lime mixture) is the most prevalent form (11.6 percent) followed by Gutkha (8.2 percent) and betel quid with tobacco (6.2 percent).

Among smoking forms of tobacco, bidis are the most prevalent form (9.2 percent) followed by cigarettes (5.7 percent).The average age at initiation of tobacco use was 17.8 years with 25.8 percent of females starting tobacco use before the age of 15 years.

A WHO report says 83 countries have introduced a comprehensive ban on all tobacco advertising, promotion and sponsorship.

Health-conscious India had already enacted a law in 2003 to regulate consumption, production, supply and distribution of tobacco products. It makes mandatory the depiction of specified pictorial health warnings on all tobacco product packs.
